Thank you Vishakha, for your kind introduction. I am honored to join you this evening, and to salute the leadership of the Asia Society and the College Board for convening this conversation on “Learning Chinese and Thinking Globally.”

Last week I met with Ambassador Huntsman, our Ambassador to China. You will not find a more energetic and forceful advocate for this cause. We spent a good deal of our meeting focused precisely on this evening’s topic: promoting Chinese language skills in the United States and enhancing people-to-people ties between the U.S. and China.

By coming together here, we have heeded the call of President Barack Obama – America’s first President born and raised in the Pacific – to, in his words, “move the world in a new direction.”

As the President observed in his 2009 address to the UN General Assembly, and I quote, “[w]e must embrace a new era of engagement based on mutual interests and mutual respect, and our work must begin now.”

This gathering carries forth this vision, as we join together to build new bridges of understanding and partnership between the United States and China.

As the President has stated, “Power is not a zero-sum game.” There is no reason to assume that a rising China poses a threat to the United States, or that China’s emergence represents a diminution of American leadership. Rather, I believe we should see China’s growing wealth and prominence as an opportunity for our nation to forge a new and fruitful global partnership.
總統曾經指出,“實力并不是一場零和博弈?!睕]有理由認為中國的崛起會對美國構成威脅,也沒有必要假設中國的興起意味著美國的主導地位下降。相反,我認為,我們應該看到,中國的財富與日俱增,聲望日益提高,為我國提供了一個機會,有利于打造新的、富有成果的全球伙伴關系。
We all recognize that the security and prosperity of the United States and China – and I believe, the world as a whole – will depend on the extent to which our two great nations find common ground. We have to reach agreement on practical ways of working together on the urgent issues that confront our nations – and all nations – from climate change to nuclear non-proliferation, from global financial stability to human rights.
我們都認識到,美國和中國——我相信,還有全世界——的安全和繁榮將取決于我們兩個偉大的國家能在多大程度上找到共同點。我們必須以務實的方式為共同解決我們兩國——乃至所有的國家——面臨的緊迫問題達成共識,其中包括氣候變化、核不擴散、全球金融穩定及人權。
To create the conditions for a fuller partnership, we must expand people-to-people ties between our two nations. Promoting greater Chinese language skills in the United States is vital to achieving this goal.
為了創造條件締造更全面的伙伴關系,我們必須擴大我們兩國人民與人民之間的聯系。在美國促進漢語學習對實現這一目標至關重要。
By now, there should be little debate that the relationship between the United States and China is, and will remain, one of the central bilateral relationships of the 21st century.

Journalist and commentator Tom Freidman famously observed that the world is increasingly “flat.” Modern travel and communications technologies have made distance almost irrelevant to the diffusion of ideas and opportunities. By the same token, these advances have also lowered geographical defenses against disruption and contagion – whether financial, environmental, or medical.

Today, no nation is an island. Those who would ignore this fact are destined, I believe, for decline and irrelevance. The future belongs to those individuals and countries that open to the world and equip themselves with the skills and mindsets that a “flat” earth demands for success.

Paramount among these skills are fluency in foreign languages and understanding of foreign cultures. The United States and China cannot hope to build the rich network of non-official personal and institutional relationships we need for a productive partnership if we can’t understand what each other is saying, or the historical and social background to our words.
這些技能中最首要的就是流暢的外語和對外國文化的了解。如果我們聽不懂對方說的話,或不了解言談中的歷史和社會背景,美國和中國就沒有希望為個人和機構間的非官方關系建立豐裕的網絡。
Rarely in history have two nations of such dissimilar backgrounds shared the center of the world stage. Never have two great powers been obligated to work together on such a broad spectrum of issues. But, as the well-known proverb observes, even if we share the same bed, our relationship can never flourish if we persist in different dreams.
歷史上很少有這樣兩個背景迥異的國家共享世界舞臺的中心。從來沒有兩個大國肩負著在如此廣泛的問題上相互合作的重任。但是,如果我們像一個常用的成語所說的那樣同床異夢,相互間的關系永遠不可能健康發展。
To be able to dream – and work – together more Americans must speak Chinese – and know Chinese people. More Chinese must speak English and have personal relationships with Americans. We must broaden and deepen the circle of citizens in both countries personally involved in each other’s lives, and, by extension, in our bilateral relationship.
為了同一個夢,為了相互合作,更多的美國人必須會說中文,了解中國人民。更多的中國人必須會說英文,與美國人建立個人關系。我們必須拓寬和加深兩國公民交往的領域,親身體驗對方的生活,并延伸至兩國的雙邊關系。
This means going where too few exchanges have gone before -- beyond government officials, business people, academics, and other elites.

This means weaving webs of people-to-people ties that extend beyond Washington and New York, or Beijing and Shanghai.

This means bringing all sectors of our great and diverse peoples into the equation, across social and geographic boundaries within our two countries.

There is no better way to build collaborative networks that can withstand the inevitable ups and downs in government-to-government relations in any bilateral relationship. We must ensure that when disagreements arise — as they inevitably will between two countries whose relationship spans so many critical issues — that the relationship is deeply rooted enough for dialogue and collaboration in other areas to continue.
為了建立各種合作的網絡,使其經得起任何政府對政府的雙邊關系中不可避免的起伏跌宕,除此之外沒有更好的辦法。我們必須保證,當分歧出現的時候——兩國關系涉及如此眾多的議題,分歧是不可避免的——相互關系之深厚足以允許其他領域的對話和合作繼續進行。
To this end, the Department of State is committed to fostering bilateral and global networks of communication and cooperation as a fundamental part of what Secretary Clinton calls “Smart Power.” As the Secretary has said, quote, “partnerships with people play a critical role in our 21st century statecraft.”
為此,國務院堅決支持促進溝通與合作的雙邊和全球網絡,以此作為國務卿克林頓提出的“靈活實力”(Smart Power)的基本組成部分。誠如國務卿所言:“與人民建立伙伴關系對于我們21世紀的治國方略發揮了關鍵作用。”
During his November 2009 visit to Shanghai, President Obama announced the ambitious goal of sending 100,000 American students to China over the next four years. The State Department has an important role in this initiative. We will connect private-sector donors and educational institutions, provide guidance on new programs, create outreach events, and work with Chinese officials and institutions to realize President Obama’s vision.
奧巴馬總統在2009年11月訪問上海時宣布今后4年派遣10萬名美國學生到中國留學的遠大目標。國務院在這項倡議中發揮了重要作用。為了實現奧巴馬總統的愿景,我們將聯絡民間捐贈方和各教育機構,為新項目提供指導,創辦外聯活動并與中國官員及有關機構合作。
We have our work cut out for us, but we also have a head start. China has become the first choice, outside of Western Europe, for American students studying abroad. And through our exchange programs, the State Department is already supporting more American students to study in China than in any other country in the world.

We are undertaking this effort at all levels, from our high schools to our graduate schools, and we are looking for ways to expand our programs to students in elementary schools as well.

The U.S.-China Fulbright Program, for example, is one of the largest in the world with funding from both governments supporting 75 American graduate students and scholars to study, teach, and conduct research in China, and over 100 Chinese students and scholars to do the same in the United States each year.
例如,美中富布賴特項目(The U.S.-China Fulbright Program)是全世界最大的交流項目之一,由兩國政府提供資助,每年支持75名美國研究生和學者到中國學習、講學及從事研究,同時支持100多名中國學生和學者到美國從事學習研究。
We are committed to promoting the study of critical languages, such as Mandarin Chinese at the high school and university levels. Overseas Mandarin language programs for high school students have grown from one summer program for 20 participants in 2006 to more than a dozen programs of varying duration for some 260 participants next year. Among the seven languages, Mandarin Chinese is by far the most popular language under the high school program.
我們一貫倡導關鍵語言的學習,如中學和大學程度的漢語普通話。中學生的海外漢語普通話項目已經從2006年一個僅有20人參加的暑期活動擴大到明年10多個共有260人參加的期限不等的項目。在中學語言項目的7種語言中,漢語普通話是最受歡迎的語言。
The State Department’s programs manifest the importance we place on strengthening the bilateral relationship -- and the capacity of America and Americans to thrive in the interconnected world of the 21st century -- through language study and exchange. We recognize that the time when we could leave the management of foreign relations to the diplomats is long past. While we in government can lead, and convene, and even cajole, we can’t do it all.
國務院的項目體現了我們高度重視通過語言學習和交流,加強雙邊關系──并提高美國和美國人民在21世紀相互聯系的世界中興旺發達的能力。我們認識到,完全依靠外交官處理外交關系的日子早已過去。雖然政府可以發揮倡導、召集甚至引導的作用,但是我們無法克竟全功。
Thus, we count on your continuing commitment of energy, ideas, and, yes, money to build the bridges we need across the Pacific if the United States, China, and the world are to prosper in the years to come.
因此,如果美國、中國以及全世界希望實現今后年代的繁榮昌盛,我們就需要靠各位再接再厲,貢獻自己的精力、思想,還有金錢,建設我們需要的橫跨太平洋的橋梁。
